Athena (Minerva) offered Paris wisdom and skill in battle, which Paris refused because his brother Hector was already one of the best warriors in the world – second only to Achilles. At the time, Troy had few enemies, and none that Hector couldn’t rout easily, so he viewed her gift as unnecessary.

It’s possible that they would have still gone to war with the Greeks, though probably on their own terms. Maybe even laying siege to Mycenae or Sparta the way the Greeks laid siege to Troy. Though there wouldn’t have been a reason to, other than for conquest.
